What is the training allowance?

This money is granted in addition to the standard rate and the costs for accommodation and heating and is not offset.
Why does the training allowance exist?
The aim of the further training allowance is to support people without a vocational qualification or with outdated vocational skills. Qualifications significantly increase the chances of long-term employment. Studies show that people without a vocational qualification are four times more likely to become unemployed.
Current regulations on further training in the citizens' allowance
The reform of the Citizen's Income has significantly strengthened the promotion of further training. Here is an overview of the most important regulations:
1. qualification before placement
In the past, the focus was on finding a job quickly. This has changed with the Citizen's Income: Vocational training now takes priority. The aim is to get people into long-term and secure employment.
2. Duration of funding
Further education and training programmes can now be three years (instead of the previous two years). This gives participants more time to successfully complete their qualification.
3. Promotion of basic skills
Basic skills that are lacking, such as reading, writing, maths or digital skills, are particularly encouraged. This means that people with little prior knowledge can also take part in further training programmes.
4. Individual coaching

What has changed? Citizen's income bonus abolished
The originally introduced Citizen's income bonus of 75 euros per month for non-degree-related further training was approved on 28 March 2024 abolished. Since then, funding has focussed more on qualification-related further training measures such as retraining or vocational training.
